Here is the official statement posted on Thai Public Relations Department on the visa amnesty extension for stranded foreigners.

Permission for Stranded Foreigners to Remain in Thailand as Special Cases

The Ministry of Interior has issued a notification allowing foreigners who are unable to return to their home countries because of the COVID-19 situation to stay in Thailand until 31 October 2020.

The notification on the permission for certain groups of aliens to remain in the Kingdom as special cases was signed on 30 September by Prime Minister General Prayut Chan-o-cha and Interior Minister General Anupong Paojinda.

It involves the aliens who have been permitted a temporary stay in the Kingdom according to their type of visa (including Visa on Arrival) and the aliens who have been permitted a temporary stay in the Kingdom according to their visa exemption privileges as from 26 March to 26 September 2020.

As the COVID-19 pandemic remains severe in several countries, and the number of new cases globally continues to increase, causing the closure of border crossing points by land, water, and air in various countries, the Prime Minister and the Minister of Interior, by the approval of the Cabinet, decided to issue this notification.

In this notification, the visa amnesty for foreigners stranded in Thailand shall be temporarily extended from 27 September to 31 October 2020.
