Prime Minister Prayut Chan-o-cha has asked the CCSA and the Ministry of Public Health to urgently consider allowing foreign visitors to enter Thailand without any requirement for quarantine if they are fully vaccinated and arrive by air from low-risk countries.
All they would be required to do is to show an RT-PCR test result taken before they leave their home country, and do a test in Thailand. After that, they will be free to move around Thailand as Thais can do.
Some pilot countries on the low-risk, no-quarantine list to start off the scheme on November 1 include the United Kingdom, Singapore, Germany, China, and the United States. Other countries will be added to the list by December 1. By January 1, a much more extensive list should be presented.
Travelers from countries not on the list will still be welcomed, but they will be required to follow quarantine measures and other requirements.
