Here is the general information posted by the Philippine Embassy in Thailand regarding the upcoming Midterm Elections in the Philippines. This was posted on April 1 on the Embassy Facebook page.
General Information on 2019 Overseas Voting
A. For the 2019 Midterm Elections, overseas voters may vote for the following positions:
• Twelve (12) Senators
• One (1) Partylist Representative
B. The voting period for overseas voters starts on 13 April 2019 to 13 May 2019, 8:30am to 5:30pm, including weekends and holidays (except on 18 April 2019, Maundy Thursday, and 19 April 2019, Good Friday).
C. The Certified List of Overseas Voters (CLOV) may be accessed through COMELEC’s website: http://www.comelec.gov.ph/?r=OverseasVoting/2019NLE/CLOV
D. The Embassy will implement Postal Voting for the 2019 Overseas Voting. Mailing packets obtaining the official ballots and other election materials will be sent to the voters through mail or personal picked-up by the voters at the Embassy. The voters may return their accomplished ballots by mail or by personally delivering them to the Embassy.
E. Registered overseas voters just need to bring their original valid identification cards such as passport to be able to vote during the 2019 Midterm Elections. Presentation of the Voter’s ID is not required.
